Procurement: Temporary Staff Update

Hiring Managers and Budget Holders should be aware that there are endorsed Frameworks available to call off from for Temporary and Interim Staff.

These are all available via Buy@Ed.

However, there have been a number of instances where suppliers have been engaged and temp staff placed which has brought an avoidable cost and risk to the University in particular temp to perm fees which can be as much as £14,000. It can also have a hidden effect on the ability for an individual to respond to other Vacancy opportunities outside of original Hiring Managers budget area as the University of Edinburgh is viewed as a single employer in the eyes of Agencies.

Please also be mindful of an oft-used statement from suppliers who say “We are on x, y, z FW, therefore we can supply". This is NOT the case as any other Frameworks that are not on Buy@Ed have NOT been checked for appropriate terms and therefore have not been endorsed for use.

It is important that buyers use the agreements which have been endorsed by HR and Procurement. These agreements terms have been agreed at Scottish Government level and mitigate such risks. If these Frameworks are not suitable we would strongly advise contacting your local or central HR offices to find any alternatives available.
